Mission
The mission of the Institutional Effectiveness Committee (IEC) is to guide, evaluate, and advance a college-wide culture of continuous improvement by integrating strategic planning, institutional research, and student success assessment into a unified system under the Guided Pathways framework.
The committee strengthens data-driven approaches for strategic planning, institutional effectiveness, and student success by:
- Developing the college’s Strategic Plan and regularly evaluating progress toward its goals
- Overseeing and monitoring the college’s planning process, including regularly updating the Integrated Planning, Assessment, and Action (IPAA) document, which describes collegewide planning
- Supporting and evaluating innovation and practices that improve student success through data-informed decision-making and evidence-based practices
- Identifying barriers and inequities across the student journey and recommending and evaluating strategies for their reduction and removal
- Developing and promoting strategies to ensure that successful practices toward our mission become sustainable and institutionalized through college-wide communication and coordination
The IEC serves as the central body responsible for coordinating key institutional effectiveness functions, ensuring alignment between strategic planning, institutional research, innovation and continuous improvement, and student success outcomes.
Functions
Strategic Plan & Institutional Effectiveness

- Monitor progress on the College Strategic Plan and report regularly to College Council.
- Review data on student success, including strategic planning and other goals, and monitor progress on those goals, including equity gaps and recommend action steps.
- Monitor master evaluation cycles for major institutional plans (Educational Master Plan, Facilities Plan, Enrollment Management, Equity Plan).
- Ensure alignment with KCCD districtwide strategic plan and the CCCCO Vision 2030.
Innovation & Continuous Improvement

- Advise and help design and/or coordinate and evaluate innovation projects that test new interventions in areas such as teaching & learning, advising, and student engagement.
- Facilitate communities of practice and professional learning in strategic innovations, data use, and equity-minded problem-solving.
- Document and disseminate collegewide lessons learned.
Data, Research, & Evaluation
Integrate institutional research into strategic planning, assessment, and decision-making.
- Conduct regular analyses into areas such as student success, equity, and enrollment, completion, and transfer trends to identify barriers and opportunities for students.
- Maintain dashboards and standard reporting cycles connected to strategic planning, program review, equity, and Guided Pathways.
- Lead strategic, data-driven collegewide conversations in student success and institutional effectiveness planning, assessments, and initiatives.
- Ensure participation in and collegewide awareness of expectations for CCCCO Vision-Aligned Reporting.
Guided Pathways Framework Integration

- Oversee and make recommendations for the collegewide continued implementation, institutionalization, and evolution of the Guided Pathways framework.
- Help evaluate the success of and promote the awareness of continuous improvements in student onboarding, counseling & advising strategies, and success in meeting student persistence, completion, and transfer goals.
- Help evaluate the success of and promote the awareness of high-impact teaching-and-learning strategies that promote clarity, connection, and student success with equity.
Outcomes
The IEC will demonstrate effectiveness through:
- Improved institutional alignment between strategic planning, institutional research, innovation and continuous improvement, and the Guided Pathways framework.
- Providing evidence for measurable improvements in persistence, retention, course completion, graduation, transfer, and equity outcomes.
- Strengthened collegewide collaboration in areas including instruction, student services, institutional research, marketing, and community engagement.
- Increased institutional dissemination and adoption of successful innovations, with long-term sustainability in budget, staffing, and policy.
- Enhanced clarity and coordination of student success strategies across the student journey and pillars of the Guided Pathways framework.
- Increased engagement of students as partners in evaluation and problem-solving.
- Transparent communication of progress toward Strategic Plan goals and institutional goals to appropriate stakeholders.

Tri-Chair, consisting of one (1) faculty member, one (1) classified professional member, and one (1) administrative manager member.

Quorum
- A quorum shall consist of 50% + 1 voting IEC members.
- A majority vote of members present will constitute approval of action items.
Procedures
- All agenda items must come to the IEC through the co-chairs.
- Agenda items must be submitted at least one week prior to the scheduled meeting.
- All guests and members must adhere to the developed IEC norms.
